Trade Orders

Do anyone know in witch chronological order the Trade orders will be made. First production, next international trade and last national trade like it is shown in the F4 screen? Or will national trading come before international trading like it is shown in the turn report at the beginning of each turn?

National trading first i guess, thats why some factories shut down despite you got enough stock from international trading!
