When playing against the AI, one side still seems to get the initiative on all fronts in army-by-army mode. Is this intended?

If so, consider that, being WW1 a PC game and not a boardgame, we absolutely cannot simulate a Initiative in one front and not in another one...

The Initiative determines the order of play, which must be the same for the whole game.
