Redeployment in the Spring interphase?

I've noticed that redployment of forces is allowed both after the Winter interphase and the Spring interphase. However, the manual on page 82 (under "strategic reinforcement") says that redeployment is only allowed after the Winter interphase? Hopefully an easy fix, or the manual just needs to be changed to match.

Eliminating the spring deployment would match the game to the manual, and the boardgame.

Being overwhelmed by tasks to do, I finally decided to correct the manual, instead of the game, sorry...

That works just as well. It allows players some ability to get ready for major offensives, which is nice to have. As long as it matches the manual, it's consistent.
