I just converted my computer to Windows 7, and I am getting the "flickering national flags" phenomenon on the map.

You can run the game in XP SP2 compatibility mode, disable desktop composition. Also, single core mode. Report here if it works.

I'm still trying to figure out how to do all that. I just started with the system.

Windows 7 makes me think about of the saying about living in India: you hate it for a month, and then you love it forever. --I'm still on the 'hate' part.
