Administrative movement

Has anyone had trouble using administrative move? My units never seem to be able to use it. I know you can't move next to enemy units,buy I can't do it even in the middle of Germany. Any advice? :)

Ok, I see in the fixes for 1.0.4c there is an adm.move fix. Maybe this was my problem
