Discovered the following this morning about fighting the submarine warfare as the Entente.
Any DD or CL unit - regardless of location - counts as a unit in the Submarine Warfare Information Area. This includes French Italian and British ships in the Pacific or Mediterranean. Also they do not have to be on Patrol. Just being in the area is good enough.
