Two HQs stacked in a single region bug

Here is a pic I have taken after Resolution of the CP Military Phase.

The Russian III and V HQ are stacked in Lemberg, which is AFAIK definitely a bug. From what I understand, when the Isolated stack attempted to move out of the pocket I sent in the V Army full force in Interception. However, no combat has happened and it was bounced out of supply to Lemberg while the III Army HQ was still there.

The issue is known and there's little chance to fix it without creating nasty side effects.

This is a side effect of adapting a boardgame into a PC game.

There are some cases when two or more stack can be "found" in the same area: retreats and interception, for instance.
In WEGO mode this is not forbidden, in Army-by-Army is not allowed, during movement for sure.

No battle took place probably because one of the two stacks was involved in combat before, so a second battle could not take place.
Again a problem of adapting a boardgame into PC game.

When you play the boardgame, you face such situations and arrange an agreement with your opponent to find a solution on the way. In a PC game this is not possible...

Ah, now I understand.

Indeed, I used Plehve's V Army on the Austrian right-wing to bump off IV Army and close off the pocket around Rawa Ruska. Then, I booked an Interception. By accepting Interception when prompted, then being denied combat, the III and IV Army succeeded in escaping the pocket.

It seems this denial was treated as a defeat, and so my V Army retreated to Lemberg, the closest supply source.

What would have happened, however, if I had refused the Interception? V Army would have remained in position and the pocket would have remained sealed off, so I would have had combat nonetheless and blocked III and IV Army from passing through? :bonk:
