How to deny Cape Town to the German Afrikan Corps?

I have seen the German Corps in Namibia enter Cape Town without any defender, and I am a little baffled about what I can do.

A) Can I deny the access from Namibia to Cape Town with my Royal Navy fleet in port or in patrol?

B) How do I actually move a Corps from Britain to Cape Town? What are the steps?

Sent my African fleet to Patrol the South Atlantic, didn't stop the German Corps from advancing on Cape Town.

I find it weird that Cape Town, which was so capital to the Royal Navy and Colonial Office, is left totally undefended.
