RP Stock Limits Not Enforced

Playing a CG as the Entente with 1.06H, and I noticed that all the powers are able to keep far above the limits set in rule 6.2 in their RP stocks. For example, in August 1915, after reinforcement phase, Germany has 46 RP (limit is 32), AH has 31 (limit is 24), France has 30 (limit 24), Russia has 44 (limit 34), England has 16 (limit 12), Turkey has 28 (limit 20), Italy has 48 (limit 24).

Given the importance of RP flow in the game, this should be a high priority for an update patch, or the Gold Edition. The RP part of the game is almost there (1.06H fixed a major RP usage problem), so doing this part would be the final piece of the puzzle.
