Found this out by accident; when in the diplomacy screen (as such):

Click on the nation flags (example USA) then you get all this info come up. You can also declare war on them:

How did you do that? One click on the USA flag? Nice work. I've been scrolling around the map and clicking on nations to bring that info up!

No, it was never really explained in the small sections of manual we have seen.
