What determines the chance of success of a roll on a diplomatic action or a research selection?

Also, do successful diplomatic actions last throughout the game, or just through the next turn? As Germany I had a successful foll for Sub Warfare in one interphase, but was able to select it again the next turn. Is it cumulative?

Good questions. I have same for subs, but not all out sub warfare, but both are still possible to attempt.

This would be nice to clarify.

Rolls in diplomacy entails effects that immediately alter the "level" of the target...they stay like this until next attempt on same country...

I am working out a complete excerpt from the manual on Diplomacy...hope to complete it during the week-end if not too many claims or questions here
