Polish military government

I have LOdz,Warscaw, LUblin and Brest-Litovsk under my controll why cant I form the polish miliary government (the button is grey so you cant press it)

Are you trying during the military phase? If you leave the mouse on the button the tooltip will tell you the reason why you can't select it.

Im in 1915 and when i point the mouse on the button it tells me that the conditions arent met but I have all the towns under my control
