How are units assigned into and out of GHQ reserves? The manual talks about how important it is, but never seems to describe the mechanics.

It happens automatically by just placing the units within GHQ. Units will participate in combat and are automatically returned to GHQ after the battle if not destroyed.

Units in GHQ's will act as reserves for battles within range on a sliding scale to a maximum distance of six-areas. Only units that are not individually allocated to Armies are available to reinforce any army within range. Thus if XXX Corps of II Army is in GHQ it can only reinforce II Army in battle but if XXX Corps has no army affiliation, it can reinforce any combat within range.

The number of units that can come from GHQ per turn is governed by the RF and WF rules in the GameRules.csv and is configurable.
