Coastal raiding

I've a question about coastal raiding.

I would like to send some of my fleets raiding but I'm quite lost, as the manual isn't very clear about that: do I need to move my fleet ashore the one province I want to be raided? Or is giving the order the a fleet anywhere (even in port) enough?

If you leave the fleet in port, the game will select the nearest industrial town. If you want to target a particular town, you may plan a naval move too, towards the coast line close to the target area, but pay attention to naval minefields.
