Transferring or Reassigning Corps

I've gone through the manual but certainly could still be missing it. I'm looking for an explanation of how to use the "Manage Forces" screen, which I assume allows me to reassign corps (w/o a number in the yeollow box of course). This function is just baffling me. I've got a fair number of unumbered infantry corps seperate attachments scattered around the map that I don't seem to be able to move (except during redeployment) and can't seem to be able to assign them to a HQ (even the two German GHQs) - and yes I do check the stacking limits.

Use the army list (click) to assign the stacks to armies.
You don't have to drag & drop the corps to the HQs. Manage Forces window is to be used for the stacks located in the same area.

Exceptionally, during Redeployment Phase, you can use it to redeploy forces among corps located in different areas.
