Telephone Sound?

Trying to digest that 200 page manual. There are s certain units that when I left click on them I literally get a telephone ringing sound - what does that mean?

For land detachments, it means they are out of command: too far from the HQ.

For GHQs, it means they are the GHQ commaning the Front.
