What Am I Missing?

Ok so I'm a glutten for punishment playing army-army first time around. I guess I should break down and play WEGO for a bit. I have used the "A" key and best as I can tell have activated everyone. Yet I still can't end the turn. Can someone show me what I missed?

I'd like to help you, but your zipped save lacks a .MAP file and because of that I can't load the game to see what's going on

Probably you encountered the problem reported by another guy.

The A key did not find the German XII army (because it had yet no HQ), located in Koenigsberg. The XII army was not displayed on the Army Roster, too.

The beta patch 1.08G introduces an improvement for this point.
