Supply HQ bug

I have a Romanian HQ in an AH non town/city province (they are at war) in supply. The Romanian HQ is sat in an AH province (for a number of turns) in supply totally surrounded by AH provinces and AH forces.

I can only assume this is a bug of some kind as it must own the province unless there is a seige and it ought to be out of supply?
