Sharing Tech Advances Amongst Allies

I have the "Stosstruppen" advance available as AH, but Germany is unable to use it or even research it now that the advancement is discovered. How does one share advances amongst allies? The tooltip suggests this is possible, I just can't find the way to do it.

AFAIK only time is required to allow tech advances to be distributed among allies. I reasearch 'Stosstrupen' with the French and it seemed a few turns afterwards the British had it as well.
