The generals you do not see are the unplaced ones.

You have to enact the "New Leader" political actions in order to receive them as reinforcements (so drag & drop over the HQ from the reinf. box). The "New Leader" political action is going to be double-checked anyway in order to see if there are bugs.
Anyway, if you see leaders listed in the Ledger that are not placed on the map, well this is not a bug... You just know that somebody is playing cards in Berlin/Paris!

WW1 engine is totally different form the other AgeOD games...
