Here are the rules from the boardgame. It's not necessary for the main army to be involved. Procedures in WW1 may vary slightly from this:
• Grand Offensives are planned at the end of the Winter Interphase each year.
• Each side secretly notes if it will execute a Grand Offensive on each of the French, Russian and Italian Sectors (fronts). Each side may conduct up to three Grand Offensives (one per Sector) each year.
• If a Grand Offensive is planned for a Sector, the player notes the start date of the offensive, as well as a Target Hex.
Start Date
• A Grand Offensive may never start prior to the scheduled date.
• A Grand Offensive may be postponed until a later date.
Target Hex
• Grand Offensives are not permitted on the Balkan, Armenian or Oriental Sectors of the Eastern Front.
• A High Mountain hex may not be a Target Hex.
• The Target Hex of the Grand Offensive must not be attacked the turn before the start date of the offensive.
• A neutral minor country may be the target of a Grand Offensive. In this case, the Target Hex may be designated when the minor country is invaded.
Army Coordination
• Two armies may participate in the Main Battle, without making a Coordination Test.
• These two armies are will be the only armies that can engage the Main Battle from one turn to the next, for as long as the offensive continues.
• If the two armies are of different nationalities, the Commander-in-Chief is the general from the army that engages the largest number of corps. This will have consequences in the event of victory (or defeat).
• In this case, the Commander-in-Chief must engage as many or more corps, at the start of the Main Battle, than the other nationality does.
• Two armies may engage in a Main Battle while a third Army conducts a Secondary Battle elsewhere. A Coordination Test is necessary in this case, but if the Test fails the two Main Battle armies are still coordinated.
