No movement possible in tannenberg

Tonite I played 2 times the serbia and one tannenberg scenario.
No crash! :D
But one question for movement.
Last turn and I wanted the german army to move from koenigsberg into any neigbouring region. But no movement was possible.
In the last reinforcment phase I put one corps into the army and on turn one a russian army visited koenigsberg but left again so that there was russian flag in this region.
Why couldn't I move my army. :confused:

Every small scenario I played I'm getting more into the game. :coeurs:
Still waiting for the patch or/and the manual before starting a grand campaign.

German VIII army is "immobilized" during the very first turn of Tannenberg scn. (Early August 1914). It's a "scenario rule". She becomes "available" in August 1914.

I know that there is no move possible in the first turn.
But the situation I described is in the third turn and I think that there is no lock-sign beneath the army-figure on the main map (like in the first turn).
