1778 Northern Scenario

I'm trying the 1778 Northern Scenario as the USA, and I feel like my hands are tied. I have no navy to speak of. The vast majority of my troops are concentrated with G. Washington in Reading. Nearby the British have control of Philadelphia with a force roughly the size of Washington's force. They have a port, so there is no way I can mount an effective seige without a navy. The same is true of New York City.

The scenario notes said something about "waiting," but what exactly am I waiting for?? To win I have to take Philly and NYC, not to mention Oswego.

Does anyone have a hint for me?

BTW, Which scenario in WIA do you think is the "most fun"?

I've tried some of the shorter scenarios and I'm ready to dig into one of the longer scenarios.

In the meantime, I'll try the 1778 Northern scenario as the British!

You are playing a great scenario. The Valley Forge winter is over, you have a building army.
Your goal is not to attack Philly and New York, but to really hurt the British Army. You will get some French allied troops to help.
Let the British attack for now as you build more forces. Attack small British outposts. Consolidate your New York and New England forces to pose a problem for the British. Send a force to take Niagara.
By this time, you will be ready to take one of the two major cities, preferable Philadelphia.

My favorite scenario, 1776. 1775 is next. I really like the scenario you are playing, and the 1776 Northern scenario.
Another option, get into some PBEM play. Playing a different opponent is fun, too.
