Couple of oddities in military options (1812)

1. The tooltip info is missing.

2. Why can I order French guns to Warsaw, being Russian?

Also, there is an objective city (contested, to boot) in Ireland. :niark:

You can activate the option, the artillery will arrive at Moscow (well I mean Москвы...).

This is a typo in one of the objective(s) name in the scenario... if the name is spelled wrong in the file, the engine does not recognize the region where the objective is, thus giving to it the 0 value by default...and region 0 in the DB is "Donegal".... :indien:
