Can an Army HQ ever be replaced if it is destroyed in battle?

no, unless an event check for that, which I doubt in most scenarios.

Is the loss of HQ accurate btw ? I guess staff people must be more or less easily replaced in matter of days. However, when you lose an HQ, it could mean the CinC has been captured. What is supposed to be simulated by an HQ loss in fact ?

I've been pondering an event that would count the number of HQ model elements or HQ units in an area or areas, and create a new one if the count was below a given number. Could put other conditions on it, too.
