National morale

I am wondering whether it is possible to force a victory by reducing the enemies national morale.

Whilst playing the scenario to capture vienna and move east, I have occupied practically every town, and generally beaten the Austrian army with a 4:1 casualty ratio.
Their national morale, however, persists in rising back above the 100 mark.
Sure, they win the occasional battle now and then, but really, with the capital occupied, most principal cities lost and the army in tatters, they would be, perhaps, a little dispirited?

Is it possible that the system is not fully working as intended?
Or have I missed some important factor?

It was not possible in versions prior to 1.02f. The latest version 1.02f was redesigned specifically to handle issues of National Morale and Victory Points.

The current version of the game very definitely allows players to gain Automatic Victories by reaching the NM threshold and likewise suffer an Automatic Defeat by having their NM reduced.

Apologies, I have not put the f patch on.
With some other game companies it is advisable to wait until people confirm stability before applying the patch.
