I am wondering whether it is possible to force a victory by reducing the enemies national morale.
Whilst playing the scenario to capture vienna and move east, I have occupied practically every town, and generally beaten the Austrian army with a 4:1 casualty ratio.
Their national morale, however, persists in rising back above the 100 mark.
Sure, they win the occasional battle now and then, but really, with the capital occupied, most principal cities lost and the army in tatters, they would be, perhaps, a little dispirited?
Is it possible that the system is not fully working as intended?
Or have I missed some important factor?
