about replacement

I have a few questions regarding replacements

1. I was playing a game in the 1809 Danube scenario and had taken a few cities and kept infantry troops there and in every way seemed to meet the requirement for receiving a free garrison (level 7+ city, military control, infantry regiment {though it may have been a depleted one} present). Alas i never did. In other scenarios it seemed to work fine.

2. Does a cavalry replacement as shown in the pool represent a potential replacement for any type of cavalry of that nationality? What about other types and sub-types? Also, I had one time taken alot of damage to the guard cavalry and had guard INFANTRY replacements only in the pool... but DID receive a mameluke replacement. ??

3. Does a unit have to be separated from a division in order to receive a replacement, or was this not fixed in a patch?
