generals strategic rating change + red names in ledger

I have been playing several campaigns, and i noticed that the strategic rating of some generals change.

Another query - i sometimes see that some generals have they names in red and flashing in the 1st pg of the ledger. why???
can someone tell me whether it is intentional or not. If it is, then when does it changes???

Strategic ratings (and offensive and defensive as well) change because they are modified by the capabilities of higher ranking officers on the chain of command.
So a good army leader like Napoleon will give huge bonus to his corps commanders.
Also, leaders that are redeployed or formed into a division receive a penalty for one turn.

The red name of the ledger are leaders that you can promote on this turn. Use or you can lose the oportunity in a couple of turns.
