February 1812 (turn 184), the French have held all Spanish mainland cities and depots, and all objectives, for some months.
There are no Coalition regulars surviving anywhere on the mainland, only partisans.
The Coalition have 46 VPs and an NM of 103 (odd since their forces have ceased to exist), the French have 10,607 VPs and an NM of 222. Oddly, the French had an NM of 149 in late 1811, took Cadiz and Gibralter, and stayed at 149 - shouldn't they have won outright?
What can the French do to force the campaign to a close?
