My understanding is that strategic objectives apply only to one side. One side only gains VP's due to control of strategic options. (Correct me if I am wrong.)
Is it possible to have strategic objectives which are only active if one side controls the strategic objective?
Is it possible to have strategic objectives provide a bonus other than VP's? I am thinking control of a strategic objective which provides national morale benefits only.
Basically I want to provide incentives for the south to make moves north. A strategic objective which does not penalize the south if the CSA does not control the objective, does not provide benefits to the north if the Union controls the objective but does provide a benefit if the south controls the objective. An objective of opportunity.
In other words, an objective which is basically inactive except when one defined side controls the objective.
This type of objective could be used to encourage the south to invade West Virginia or attempt to take Harrisburg or Baltimore or Cincinnati-difficult, highly risky but doable objectives. Objectives which are not worth considering due to the high risk if they are only worth a couple of VP points for a turn or two of control. But might be a worthwhile objective if they swung national morale by 4 or 6 points if controlled for a couple of turns. Yet objectives which never penalize the south or benefit the north if the south never takes the objective.
So if the CSA does capture the objective, then there would be a defined impact on National Morale for both the US and Confederacy. But if the CSA never captures the objective, then neither side receives any sort of benefit from the objective.
I am probably as clear as mud but hopefully my point is understood.
Is this concept possible?
