Questions on data spreadsheets

I'm wondering if some data in the spreadsheets is out to date as it would effect how I make my changes in my mod.

The notes attached to the various columns in the models file has some data in them about what should be used in the fields. For OffFire and DefFire it says it should be a value between 0-10 and each value represents a 5% chance to hit. But the values in the actual file range up to 30. Is the note outdated? Does each point still represent 5% and is it intended that some models always hit?

The note for weight says it's used for transporting and attrition. How is it used for attrition? Does it determine where epidemics break out due to dense concentrations? How harsh is the penalty? My concern is if I raise the weight costs of units to make them more in line with one another and then fix the the transport capacities to match then that'll work, but I'll suffer massive casualities because of the change even the units really aren't bigger I just changed the weight scale.

Weight is not used for attrition.
OffFire and DefFire probability is governed by cbtHitCoef (see Combats.opt file)
The note are thus outdated. I just uploaded the latest AACW database before leaving from some vacations.
