How to eliminate locks

Can somebody tell me a way to free units that are locked into a region (unless attacked). I want the freedom of deploying anyone I wish to anywhere I want to place them or send them. The little padlock icons are driving me "a-crazy", like an old Italian man would say.

That's in the scenario design. Only way to change would be a mod.

But the AI would probably go bonkers...

Might also unbalance the scenario you do it for; e.g. those garrisons in upstate New Yrok suddenly becoming availabel for frontline duty :)

Sorry, I was in a hurry: :innocent:

bonkers = Athena moving units away and not protecting the location they were locked in. To me, the locks are mostly to make Athena stay home..... :nuts:
