AI advantages for human players?

Is there any way to give the AI advantages to human players in a PBEM game, either through modding or creative use of the options screen when setting up a game? It occurs to me that a way to balance the game between players of different ability would be to give one player increased activation or detection, like you can do for the AI. Is this possible with the software as it is now or would it require a coding change?

Yes, it is possible to e.g. code events granting resources and/or units to the AI only
