AFAIK, blockade values are only used in the blockade boxes. For brown-water blockade (including rivers), only number of units count. I.e. river ironclads don't have any use for blockade values.

I wrote a quick Java program to check the entire map for consistency. Here's the output from a run on the 1.06 region files:

Obviously the numbers are the UID entries from the region files. I expect the meaning of the messages is self-explanatory, but let me know if not.
