McDowell locked

I'm I wrong but isn't McDowell to unlock in early July. I ask before I post my saved game, but the newspapers are howling to take Manassas, Johnston is attacking H. Ferry, P.G.T. is marched to Manassas, McDowell is active, and he is still locked.

And before anyone asks like "Did you check for a locked unit" the answer is NO.

This doesn't seem right cause in theory the 2 CSA could have combined and attack D.C. from the north this turn and my main USA army would just sit there.

Nope. And it wouldn't matter the activation iron was light and the lock icon is was still there

I just noticed this as well. I'm looking for the thread where someone (Grey I believe) was explaining why the Union NVA would not arrive in late may and unlock in Late June (which was the case until recently). It now arrives in Early June, and I was checking to see when it unlocked when I was attacked by PGT and the entire CSA army in late June and pushed out of Alexandria.

The idea is to make the Union army's first move in Late July, which was its first move historically. You can overcome this slightly by building lots of units in the east and using your myriad leaders to form some level of defense.
