Forcing Promotions

Not that we need more options but I have often wondered what it would be like to not give Promotions as an option and force them when they are available. Often it is not an advantage to promote a leader, for worsening attritubes for example, and so this area tends to be ahistorical to me.

Like do you ever really want Hood as a three star?

Of course, if you did this you have the concern with the penalty when a leader is auto promoted over another more senior leader.
