"Colored Mobilization" bug

Situation: I am playing as the Confederacy (1.08a) vs. the AI, no patches except the RR mod. On the same turn that the Emancipation Proclamation takes place, I see in the game "mailbox" the following message: "Sir, Confederate States of America used this to further his war effort: Colored Mobilization".

Problems: 1) I am the Confederation. The game does tell me what measures the US have taken, but it should not tell me what measures I have taken...
2) But hold on. I didn't declare "Colored Mobilization"! I don't even have the in-game option to do it. And the number of companies available did not increase either.

In brief: I am told (though I shouldn't be) about an event that didn't exist in the game (and couldn't have).

Please tell me which files from the folder of the save you want me to put here as an attachment. There are twenty four folders called 'backup' and four other files (one .hst, one .ord and two .trn's).

This bug is a minor nuisance, the game is a beauty. It's good an ACW game-year takes so much time to play, lest we should grow too fond of ACW

I guess the reference is reversed, this should be USA not CSA. I can check that without your files, thanks for the report.
