Railroad issue???

I am unable to use the railroad between Grafton and Harpers Ferry, instead going West, North, East, and back south to get there. A typical couple day trip is now a round about the North-East 15 day trip.

Maybe it isn't an issue but I guess I don't know what I am suppose to have in order to use the railroad. I have a minimum of 18% control in one region and don't control 2 of them so is that it? How do you increase control and ownership of a region? Just station troops there? There isn't a region among the route that is not at least the minimum required for railroad transport. Isn't it 10% military control?
