Brig. General F. Bartow?

Playing the Great Campaign, 1.07f, PBEM as the CSA, and the units besieging Ft. Sumter have one Bde commanded by Brig. Gen F. Bartow

Shouldn't a 1-star general be listed as......a 1-star general among the other general. Alternatively Bartow should be a Colonel perhaps? Or is there a historical reason to have things this way?
