Decatur and Stewart TN linked, Bug?

I've been playing Shiloh scen over and over trying to learn and couldn't figure out how the rebs keep moving armies into my rear without causing a battle with my units in Henry and Humphries Tn.

Decatur Tn(576) and Stewart Tn(562) have a movement link between them that shows when the shift key is pressed. From the map artwork it does not appear that they should. Is this intended or an error?
