i have benedict arnold, another leader, an empty supply, and a regiment of rangers up in Tegyndhydre-whatever, up by lake erie -- i am stuck in a zone of control problem and cannot move them out of there at all, each month it says benedict arnolds army is blocked by units in tegyndhydre-whatever, but there are no units that i can see on the map-- can they be hidden for like 15 months??
do i have to go and sit an army in that region until we get control? (we have like 37% only) all the surrounding regions are british (I am AME in the 1775 campagin) -- how do i liberate them? stupid tories, i shall tar and feather all of the fort niagara region

Yes. You can only move into an area which at least equals your control in the province where the fort has blocked you. Niagra is surrounded with empty wilderness, so it may not be possible to get another unit to change control of an adjacent area.
If you think you'll die before the siege ends, try an assault, it may retreat you out of the fort.
Rangers are irregulars so they cannot capture forts or towns. Only British Light Infantry (who are Irregulars also) can do that.
My solution to your dilemma is:
1. Move a regular or militia unit to the fort in question in order to capture it (pref with a Fast Mover -leader) or
2. Take the supply unit from your force and then try to withdraw from the area as I understand irregulars can move quickly and freely ignoring ZOC. You'll have to sacrifice the supply unit but what ever works?
This can help IF you don't own the fort.

It seems the problem with ZOC is that the software does not know from what area your units came. The idea of ZOC is I assume to prevent units moving past forts as if they did not exist (although with the scale I'm not sure this is a bad thing)
But a unit should surely not get "stuck" around a fort, it should at least be able to retrace it's steps. A work around could be that a unit is always able to move into an area where there is a friendly unit regardless of ZOC effects? But this would only be a slight improvement.

the engine knows from where you come, otherwise it would be impossible to give you a crossing penalty from a river in battle.
The ZOC vocable is used, but its not totally the same meaning as in other game. In BoA the ZOC is the region interdicted, and not the adjacent ones. The aim is to prevent a player from moving in a fort, and then pass "behind" if he don't have some control.
As Frank said, you always have the option to revert to passive. This is risky only if you get caught.
