1775 loyalty shift event question

Noticed an event in 1775 Campaign.sct which doesn't have a loyalty shift value. It's the only one like that - wondering if it was intentional.

Conditions
FixedDate = 1776/05/01

SelectRegion = $Kebec
ChangeLoyalty = $Canada
