Indian leaders reappearing in towns

I mean, I know leaders reappear in friendly towns, but that seems rather strange for Indian leaders. It also seems that Indian leaders can command national units. Is it historical?

this is a simplification yes. This would ask for a special chunk of code that we felt was not a big priority over some other things to do (better AI and debug...).

Each leader who has not the right national tag will pay 4x the cost to command units.
