Building Forts

Would someone please review the process for building forts and depots. I have a commander, a supply unit and an artillary unit, but I'm not allowed to build. What am I missing? Thanks for the help.

Ports, forts, and ground units?

You can build a fort at a port, you can drag and hover a ground unit stack over the port (text flashes). However, when you drop the unit, it does not seem to enter.

Am I missing something or can ports only shelter ships exclusively? If so, then shouldn't this dropping behavior for ground units be changed?

Yes, the commander is activated. I also have 100% control and there are no other structures in the region.

Which territory are you (trying atleast) building the fort in and which scenario?

The only places you are not allowed to build forts are:

- Indian villages (you must burn them first)
- Enemy-controlled cities
- A city with an already existing fort

Try to have two or more supply units in the stack. That solved this problem for me on several ocasions, Not sure this happens 100% of the time or that the above solution always work but I use it often.

are the units in supply? Are they depleted (2 or 1 elements)?
