What do the scissors mean on the top of my armies sprites?

Does anybody know why I would this icon on the top of some of my units, it looks like Im force marching but with scissors on of them?

It means the unit is moving to "Merge" with another unit.
Does that seem right to you? Is your unit merging or moving to merge with another?

Youre right, it appears when I send one unit to merge with another.
