Flashing % in Stack/Message Panel

Hi all!
I couldn't find this in the manual or revised manual.

You know on the top of the panel, where it has ammo and food availble, initiative (represented by the envelope, right?) ... Just to the right of that, some of my armies have a flashing 10% or 5%... I cannot figure out what it means. It doesn't have to do with the ammo or food, because they're both full.

So what does it mean? Does anyone know what I'm talking about? ^_^

This is the command penalty, because of a lack of command points. The % is the % reduction in speed and combat efficiency.
