I know it depends on what is in the Replacement Pool. But does a Regular, Provincial, or Militia unit have to be inside a Level 2 City? In a region that has a Level 2 City? In any supplied structure?

I'm a little confused on how a Regiment Receives Replacements.

I believe that is supposed to mean "you must be in a region (not necessarly the structure) which has a city of level 2+ or a depot or a fort (any of that) and be in supply."?
