Police?

Haven't found this in the manual and the one thread that shows after a search that might have an answer is in french.
So, what does police in the detail sheet for an unit stands for?

The police factor is a representation of the unit power to "police" the people in a region, in other words how much the unit influences the loyalty shifts in the population...

The higher the police value, the fastest the loyalty in the region will shift towards your side (but "fast" is very relative, it takes months of permanent occupation to reach to acceptable levels of 51% +)

The one thing that moves loyalty the fastest towards your side is the capture of strategic towns (and with a snowball effect..the more you capture, the more it shifts..all the more so for cities located within the same area)

While we're at it: Is there any difference in loyalty and/or control shift for a region depending wether an occupying unit is located in or outside the town of said region? Is policing the area more effective if the unit is camping in the open than hiding behind the walls of its garrison?

Police is also used to change the military control.

Units in cities count as much as the ones outside (auto simplification to reduce micro managing), except if you are besieged in which case they don't count at all.
