A 1775 Campaign Question...

OK...A fleet under the command of Howe was leaving the port of Boston...the armies of Gage and Howe were aboard. Washington and his army are in the region...besieging. The next turn I received the message..."Howe and his fleet was landlocked....and lost." So what caused the fleet, and the troops being carried, to be landlocked and then lost? By the way this is in the month of July. leure:
