Retreating question

Hows the game engine determine where an army will retreat to? Recently I was defending Manhatten against the Americans, who lost the battle, and then Washington retreated to Long Island where he was promptly cornered and defeated. Washingtons move made no sense to me.... Any ideas why he would have fled that way as opposed to through NJ?

In the real war, washington's splitting of the army in new york for it's defense made no sense to me either... :sourcil:

This is supposed to be the region with the highest military control, with regions having less than 5% being interdicted.
